What are the ways a junior tennis player can get into the National rankings?

I’m a beginner junior tennis player with a lot of questions. I really want my name to appear in the Junior Girls’ Rankings, but when does one start to accumulate points for the rankings? Are there scouts that come see the tournaments? Or is it just some people who refer another person to the rankings? Or is it the coaches?
I live in Canada and I’m trying for the U16′s.

You earn points toward by entering USTA sanctioned junior tournaments. There are three levels, Rookie, Junior A, and Champs. You have to start beating kids in the champs tourneys to be able to start accumulating points toward a ranking. There are some scouts who go to some of the big regional tournaments. Most of the college scouts are aware of kids who are ranked and either talk to their high school coaches or teaching pro to find out about them.
