Tennis Pushers

What does it mean when people call others “pushers”?
I was at a tennis tournament and was watching two 14 year old boys play.
I overheard some kids talking saying one of them was pushing and was a “pusher”
What does that mean?
To me it just seemed like he was being consistent.
A pusher is someone who “pushes” the ball back instead of taking a full swing and going for a winner. The idea is to get all the balls back and wait for you opponent to make a mistake.
Although the term is sometimes meant to be derogatory, the style of play can be very effective. Opponents often get frustrated and increasingly go for winners, leading to more errors on their part.
